Questions: Worms and 'starter soil' for composting; seedling thoughts

Hello All!! I have a few more questions. Where do I get good worms for composting? I would like to use them in my small system, but I don't know if there is a specific worm that is best for bin composting. I saw a video (very short) that says earthworms are not composting worms. That made me ask if there are different worms that do different jobs in nature?

As for the soil. I don't have any left over after planting my seeds & small plants. I only bought a smaller bag of soil. To get my bins going, can I use bagged soil from the store? I want a good start of soil. I have the brown & green, more green than brown, but I have those. For the water, should I buy good water (rather than using tap water?) as I live in an apartment.

Had to replant a few seeds due to loss of seedlings b/c of a tip over of the container. Dillies (dill) were lost ๐Ÿ™ I replanted some seeds and am hoping that we have a success this time around. Most of my seedlings are still small, they've been sprouted for over a week now, maybe two... But they are all still very small. I put them outside on the balcony for a bit. I don't leave them out all day, and never overnight right now. I don't want to lose my plants--all herbs, but I am limited on space & sun.

One last question: what is the best homemade fertilizer for seedlings & plants? I literally am on an extremely low budget right now and anything that I can make from home would be most helpful. I can't seem find 'recipes' for homemade fertilizer that gives measurements, just ingredients. Thanks in advance for any help & insight. Oh, i don't drink coffee (I'm a tea girl), but I will buy coffee. Should the coffee be any specific kind? Is instant ok? I don't have a coffee maker, but I do have a few metal tea strainers...
